Georgia’s Bold New Incentives for Startups

In 2025, Georgia launched a visionary 10-year tax incentive programme for innovative, high‑tech startups and R&D-driven SMEs:

  • 0% corporate income tax for the first three years
  • Reduced tax rates (5%–10%) from years four through ten
  • Eligibility based on receiving qualifying grants or investment
  • Long-term tax benefits for R&D service providers

Luxembourg’s Strategic Ecosystem Development

Concurrently, Luxembourg introduced a 10‑point national plan to strengthen its startup and scale-up ecosystem:

  • A new stock-option tax regime to attract and retain talent
  • A 20% investor tax credit for private individuals (up to €100,000 annually)
  • €300 million in public funding through the national investment bank SNCI
  • A new expat tax regime, with 50% income tax exemption on salaries up to €400,000
